Integrate

Building and sustaining community trust requires proactively weaving trust-building into every aspect of the agency and incorporating it into every interaction, policy, decision, training, operation, and assignment. These efforts to build community trust should be integrated into day-to-day operations and practices so they may be sustained over time and through transitions in leadership and personnel. 

Integrating Community Trust

Adopt a community policing model that emphasizes building relationships and working collaboratively with community members to identify and address the issues that matter most to them. Encourage officers to spend time in the community getting to know residents and understanding their concerns. 

Be transparent about internal and external policies and procedures. Incorporate procedural justice by regularly communicating with the public and sharing information about incidents. Build credibility and trust by being open about harm and potential damages to community trust while fostering opportunities for community reconciliation and trust building.

Provide ongoing training to officers on the foundations of trust and distrust within the context of the history of the United States, implicit bias, de-escalation techniques, procedural justice, and other related topics. This training can support officers in interacting more effectively and empathetically with diverse communities. 

Regularly engage community members in both formal and informal approaches, such as through forums, town hall meetings, and local community events. Ensuring that officers are visible, approachable, and known in their community fosters a sense of safety, accountability, and trust.  

Work with the community to identify and solve problems in ongoing, open-ended ways that can lead to more effective and sustainable outcomes. Collaborative problem-solving encourages input from residents and fosters a sense of shared responsibility for community safety.
